Dimension drawing views of a 3D model in the layout

Hi,
maybe for someone this question is trivial, but it is the first time that I use drawing views and I would like to learn to dimension a 3D model.
I am attaching a dwg file in which there is a cylinder to be sized.
I would like to dimension the cylinder diameter (= 49) with a vertical dimension.
In axonometry, the circle of the base of the cylinder becomes an ellipse and therefore I cannot correctly dimension it vertically.

Another question: in this context, should the dimensions be inserted in the layout or in the model space?
