Seperate attributed blocks within a dymnamic block

I've created two visibility states for two different borders.
One Vis state has a title block with attributes and an approval stamp with attributes. The other does not

As a user, I want to be able to edit the title block attribute without seeing any of the approval stamp attributes and visa versa.
What I end up getting is one large attribute edit dialog that includes everything.

I'm pretty sure it's a process thing.
Here's what I'm doing...

Open a blank drawing
Open Block Editor
Insert desired objects and blocks (attributes=Locked Position to "YES") All attributes have separate tag names.
Create Vis States
Assign objects to Vis States

I've kinda figured it out.

Attributes cannot exist together in the same Vis State. I had to create a Vis State for the Title block and a Vis State for the Approval Stamp.
All is right with the world.

Looking at the test block it seems promising.
Real world though, I'm not getting the results I want. Since the title block will exist in all Vis States it may be that I don't want the title block to be part of the dynamic block. I haven't tested that theory yet.
