What are steps to clean up annotative mess

Drawings I'm working with have a ton of problems. The scale list is bad in the drawings, the annotative scales are wrong, some use "1:40...xref", in 30 scale drawings, etc. The objects themselves often have all the scales in them except the ones that in in files that xref them. Just a bunch of problems.
We typically don't use / need annotative scales so I'm trying to figure out how to fix them. I thought the first step would be to use a routine to reset the drawing scales and scale list. Then the next step would be a routine to reset all the scales of all the objects to the actual drawing scale. When I do that though a lot of the annotative scale blows up to hundred's times bigger. Anyone know the proper procedure, or have a procedure to clean up stuff like this?

I've not had to do it on a large scale but starting with removing the annotative property first should get all the objects to the current displayed size. Cleaning up the scales after that should go smoothly.
