transparent layer manager

(using C3D 2017 at the time, that's my wallpaper showing through)

Once in a rare while, never predictable or reproducible on demand.  Usually goes away after some combination of closing the palette, drawing, and/or program.

I chalk it up to a graphics glitch, which fails to draw the "table" of layer data.
