Block not accepting changing X or Y scale

This block comes crazy while I try to change the scale not accepting
The block should be Scale uniformily to accept any changes in scale

Under block settings you have selected "no" for "Scale Uniformly", changing this to "yes" will cure your issues.

As I mentioned I did that but
- The scale does not show the correct number
- I want to know why

I'm not sure why it's doing that either.

Did you make, create, or define this block yourself, or is it from others?

Could you send the block in 2010 format as i can't open it and have no way to convert it here.

Delete and reinsert the block, my hunch is that it's something to do with when it was imported into the drawing.

I would suggest you just recreate the block.

One it cleans up the mess

Two, it puts you in control of how it behaves.

The block has an associated extension dictionary attached to it. If you "vlax-dump-object" the object, it's HasExtensionDictionary property is set to  -1 (true). I don't know if this is somehow affecting the block.

There are also 4 very small unassociated hatches and a single line at the centre point of the block.

when i inserted another instance of the block into 2009 scaling it uniformly and then changing it's x,y & z scales it doesn't exhibit the same scaling problems as the initial block.
