Either place but typically the specs are the best vehicle for conveying basis of design information.
Remember both documents are parts of a contract.

If they aren't spec'ed, they are placed on drawings. They can be in details and/or schedules.

Specs if at all possible, schedules or notes when the engineer in charge is less involved with the specs than he ought to be.
