Window Zoom, Pan, Scroll through mouse while DCL Box Active

Is it possible to do Window Zoom / Pan etc while a Dialog Box (DCL) window is active ?
If yes, then how ?

Standard DCL only allows the display of modal dialogs; the behaviour you are looking for requires a modeless dialog.
