I opened xref, blind the project and explode.

Now it is Fine, I can plot.  :-D

ok, then it is either

layers set to NOT PLOT or

Pens set to 255 (white) so they are plotting you just can not see them

check pen table against objects layer, color, linetype settings...
 

Also try create a NEW layer, use a color that you know is plotting and assign to new layer,
move the NON plotting objects onto that layer, edit civil object style also so that they are also using new layer

that should be the LAST thing anyone would want or need to do...

also it doesn't help you solve the underlying problem for future reference

I was hurry to plot the project. So I rename it before explode.  :-D

try using another pen table...

Do the items that do not plot show up in the file before plotting?

Is plot paperspace last checked?

If you plot from Model Space do they plot?

The item that don't plot isn't show up.

I'm trying to plot from model space and is the same layout space.


If the xref bases are ok, you may consider setting visretain to 0, then reloading the xrefs, (and then setting visretain back to 1) and see if that works.
This would put the layer states back to what is in the xref files and not any over-ridden layer states, or ones checked off to no plot.

all xref layer isn't plotting.

I don't know why.

two things...

I've detached and reload the file. I set visretain to 0 and 1.

I did everything you said and isn't working too.

Sorry but I didn't get what you mean by "make a new layer and move xref to that layer".
How Can I move xref to the layer?

When I went to properties the layer selected was (-VIEWPORT) and that layer I put not plotting.

I didn't know that.  :-o

You will discover there are other good reasons to keep each XREF on it's own unique layer as well...

saves time unloading and re-loading them
overall layer control is improved - easier filtering
