Activating Mulitple LayerStates with Wildcard

I am playing around with a brainstorm. If I were to have a Layer States in an Xref:

XBASE.DWG
SP - Layer State
GP_UP - Layer State
ECP - Layer State

PBASE.DWG
SP - Layer State
GP_UP - Layer State
ECP - Layer State

SHEET.DWG
SP - Layer State
GP_UP - Layer State
ECP - Layer State



In SHEET.dwg (Lets say this is the Util Plan AKA UP)
I would Xref

XBASE.DWG
 _ XBASE_SP
 _ XBASE_GP_UP
 _ XBASE_ECP

PBASE.DWG
 _ PBASE_SP
 _ PBASE_GP_UP
 _ PBASE_ECP

LayerStates within Sheet
 _ SP
 _ GP_UP
 _ ECP


I am wanting to know if there is a way, I can activate a layer state(s) based upon (*UP*) wildcard option? As I see the Xrefs have their name infront of the Layer State I

want to Activate. I just did not know if there was away to automatically restore layer states if any have the characters i am requesting...

can a lisp / macro / or script automate and enable the UP Layer States to activate?
