Microstation: DOT text scales

This is Autocad project dumping into a Microstation project.
I have a markup from the DOT cad manager and before I call them back looking like an imbecile, I want to ask you guys

The markup is for the drawing title text shall be be V:0.0849999 times the scale and H:0.0764999 times the scale
What is does this mean in AutoCAD?
I + XI = X is true ...  ... if you change your perspective.

I no longer CAD or Model, I just hang out here picking up the empties beer cans

My guess (because this is Microstation and DOT) that the units are feet? and if so they want the Title text (font) to be 3/32" tall x 1/16" wide.
Just a guess
