I agree if you in that case is a lot of easier use paper space. I can't imagine plot all of this is model.  :-o

There are a number of viewport layer tools that also work on the layout as well as the viewport(s).

it isn't freezing the layers. i don't knw what to do.

Make the viewport active.
Open the layer manager.
Find layer.
Click the icon under VP Freeze.

For layers in the layout:
Open the layer manager.
Find layer.
Click the icon under VP Freeze.
