Topic: offset 3d polyline due to different cross section slope

Hello to all members in this forum
   I want to offset 3d polyline in tow sides depending on cross section slope which deffer from range to another one
i feel that lisp is difficult but may i find an expert autolisper who can help me
i attached dwg file explaining my goal if possible

actually i have no idea how to transfer data to xls file and it will need more time to draw sides
