Arrow moves when dimension is moved?

Why? I've been looking and looking and I can't find a setting for it.

It is specifically the diameter dimensioning tool in this dwg. Radius and multileaders seem to be fine.

Okay, I did a save as, erased some stuff (company privacy) and now they seem to be working in the sample drawing.  :x

the problem does not present itself to me in your posted sample

Note I am adding the dimension thru the viewport NOT in paperspace

Okay, I saved a copy and will rename the original, here is the original minus company info and with that pesky leader where it shouldn't be.

Moving it at the arrowhead works but then I am stuck with the length of the annotation arrow line. So it's sort of a fix.

It looks like this is a solid model - I notice that when I try to dimension a model like this using diameter if I don't pick the edge that's on the same plane as the dimension it will cause this problem.

you would need to do a double grip edit.....
stretch the leader line
then move arrowhead to radius....sucks but it does the trick
