Go into the Label Style that you are using
On the second Tab(GENERAL)  verify that under the Behavior category the Orientation is set to VIEW NOT to Object.

However you may not need to do this IF your Plan Readability Bias is enabled....you may be trying to force something that happens automatically....
unless your goal is to ALWAYS have the labels at a given angle in any given viewport.

yes it will and it does...work correctly
see attached

go to layout 1

viewport on Left  is normal

viewport on RIGHT had a DVIEW twist of 45 degrees applied

Notice the label stays exactly as it is in the Left viewport.....

because the angle of the label is set to ZERO degrees...

yours probably is too
check that on your layout tab of the label style composer

also you don't need to adjust the plan readability  bias to false if you are setting the rotation to view

as you are basically forcing the label to be at your desired angle no matter what

To clear my point this is in the model space :

I have a top face of rock with our beginning of a tunnel.
In top view all are ok.

In Front view my marker point go right but not the label. the little line after each point are the label but in wrong ucs.

Civil3D labels do not rotate in 3D space. They are meant to be viewed in World Plan view only.

Jeff, You know there might be a way to work around this.
I have a busy next few days.  However mayhap I can steal some time and
run couple of experiments ~ some sort of coordinate translations might be in order.

Although for 'tunnel' work I recall it is still best to utilize sections to describe the features
of the tunnel best.
