Acad 2010 'Not Responding' Between Keystrokes.( If @ all)

I could use some info if available. Out IT Guy Ain't Getting it....

We Updated our PCs' to Windows 7, 64 Bit. Running ACAD 2010,& Raster Design 2010 on a server.

Using a Ton of Scanned images.(I am Updating the As-Built Drawings, 10 Years Behind)

It worked great for the 1st month, But lately the CAD Program gives me a 'Not Responding' between keystrokes.
30 seconds, up to 30 Minutes, AND end up having to turn the machine Off & Reboot.

IT brought me a New PC, (Leveno, Quad Core, 8 Gig of Ram) and it does it again Right after the IT guy plugged in
the New PC.
Would the File Location, & or the Length of the File Name Cause that Problem???

I am the only one griping about the problem, But then again, I am the only one hitting the As-Builts.

I Work at the Water Board in New Orleans and have the Task of: Scanning the Existing Maps & adding the As-Builts to them... (Yada, Yada, Yada)

 My PC @ the House Smokes the one @ the Office... NO Hesitation whatsoever...

Any insight would be Appreciated,

by on a server; are implying that you are running the software through remote desktop?

OR is the license on the server?

Try a simple test, copy all the images you need for a particular drawing local (C: drive)
do the work, if no delays the problem is the network.

If there are still delays it's both.
