What is the Rotate Setting?

I have a block that when I insert it into a dwg, I give it a rotation # that I want. When I insert it, it is pointed straight up. If I want it to point Right, I give it a rotation # of 270, etc...  Even if I copy one that is rotated Right, (270), if I want the Rotated one to point straight down, I would give it the value of 180 and it would point straight down.

For some reason, in THIS dwg, the Rotation # I give it is from the rotation that it is currently at. Such as, if I have one pointed Right and I want it to point Left, I have to give it the Rotation #180 instead of #90.

What is the setting to change this back so it is the First way I described it?

DVIEW >> ENTER >> TWIST >> 0.0 ??
Either that or your UCS is not at world (WCS)?
Command: UCS>> W >>[enter]
 
And after that, to make sure your plan is at the WCS
Command: PLAN >> [enter] [enter]

On the UNITS command, there is an option to measure angles clockwise, and also the Direction button there specifies where 0deg is.  Would that affect this?

AutoCAD, by default, rotates counter clockwise. Using units, that can be changed to clockwise.
CAD Tech
