Silly question time... What is this?

Anyone know what this is?

I thought it was coming from a plug-in, so I unloaded all of them, and still it persists... No actionable element to it so far as I can tell, and it has no tooltip/popup, etc. when hovered over.  :?

If I recall you have set your veiw to simplify.(optimize)..or similar
to speed up display
