WblockCloneObjects Changing BlockTableRecord's draw order (Wipeouts)

Has anyone had issues with using WblockCloneObjects to clone BlocktableRecords and it changing the draw order of the BlockTableRecord?
Not sure if it is just wipeouts but they tend to be a bit noticeable when the majority of the blockreference is hidden.

I have seen this reported by others, but don't recall seeing any solutions or explanations. Not much help, sorry.

Thanks Jeff,
Maybe changing draw order is not completely correct because if I move them to front they stay, and seems they always move to the front. I can not reproduce it through design center, tool palette, pasteclip, etc......

I know that
THIS
is from a different source issue, but it sounds like the same problem. Kean shows how to move all of the Wipeouts to the back, and Tony gave some input in the comments.
