No. When I check DVIEW twist, it displays as zero. I never get the "3.09" twist. Nothing has been resolved on my end.

Would one of you mind saving the drawing (2011 format) and posting the drawing back so I can see?

You can straighten the crosshairs with DVIEW/TWist, however, when setting the UCS to World, the WCS axes will be shifted in the opposite direction by the same amount (3.09 degrees); straightening the WCS axes will set VIEWTWIST back to 3.09.... and around we go again  :-(

I'm still beyond perplexed as to why I can't see the 3.09 value. So odd.

Yes, but is your viewcube, ucs icon correct (see Lee's posted image)? Even when I open the drawing you posted, it looks just as the original I posted does.

I now see. I had viewcube turned off for 2D. Turned it back on and while the UCS is aligned to the view, the viewcube is skewed by probably the 3.09.

Fantastic. I wonder if newer versions of cad (or nonCivil3d) see that change in the viewtwist.

Does this have any adverse effect on the drawing if I just set it back to zero?

I haven't seen anything bad occur due to this issue. I do know that the initial release of C3D2013 would set this strange rotation in every drawing I opened from an earlier version which had a Coordinate System set. I think they have fixed that, but it was definitely irritating. I think that to keep it from reoccurring I had to remove the CS and/or clear the GEO location then reset the CS.
