I do not develop with/for Tekla, but since it's a Trimble company, you might try the Trimble Developer Network forum:

I am doing plenty of dev work with Tekla at the moment, if you have a licensed version (or the people you develop for do) you should have access to their extranet which has heaps of resources and a good forum with plenty of people to help you out. Get them to set you up with an account to log in with and away you go.
If you need help in the meantime just holler or pm me if I'm not around.
Also, if the maintenance is up to date, the local support people are top notch and will gt back to you very quickly.
