I always use 1.0 and define my linetypes what I want them drawn at when printed.

Autodesk
Quote
*HIDDEN,Hidden __ __ __ __ __ __ __ __ __ __ __ __ __ __
A,.25,-.125
*HIDDEN2,Hidden (.5x) _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _
A,.125,-.0625
*HIDDENX2,Hidden (2x) ____ ____ ____ ____ ____ ____ ____
A,.5,-.25

......

I do the same thing.

Quote
*z_Hidden4,Hidden (.25x) _ _ _ _ _
A,.0625,-.03125

*z_Hidden8,Hidden (.125x) - - - -
A,.03125,-.015625

etc...

Windows 11 x64 - AutoCAD /C3D 2023

Most of us are very familiar with the function of linetype scales and that it is good practice to use 1.0, especially if you share you files. Also, we need to use HIDDEN2, CENTER2, DASHED2, etc. because using HIDDEN, CENTER, DASHED, etc. will net you lots of continuous lines.

I started this discussion because my company recently upgraded from a much older version to MEP2011 and CAD management here has insisted that we use 0.5 because that's the OOTB setting. This seems borderline insane on his part because all of our standards are based on 1.0 and this change makes all of our linetypes show half the size that they were before. How can someone in that position make such a broadbrushed change without realizing the implications?

Probably the same way  I have seen another company insist their standard was everything on the zero layer and all blocks, hatch and dims exploded. With everything in model space scaled up or down to their title block using dimlfac

Strange, usually someone who doesn't  understand the implications of such an action doesn't have that kind of authority.  I for one like Hidden2 with Ltscale 0.5...but that's just me...
