All that I've tried are spotty at best.  And no support for layers at all. (it's a jpeg after all)

Hello everyone:
You can inport a JPG in a DWG with the NET program Pix2Cir.dll. It's simple and fast.
You can download it from:
http://www.hispacad.com/foro/viewtopic.php?t=28977
I use it regularly.
JPG files do not have layers, all pixels are in the same plane and are read as a single layout.
If you have questions, expose it here and I'll try to help.
