DLL Editor?

Ok, Forgive me if this is not the correct forum to post but I would like to know what type(s) of programs some of the Swamper's out there are using to Make/Edit DLL files? I am thinking about making some custom toolbars/Menu's and I want to use a DLL to store the bitmaps etc....

I have used it for 10 years now, with great sucess and it's easy to use.
I compile my bitmaps into a dll file with the same name as my menu file...therefore it loads automatically.   
ARCH.CUIX, ARCH.mnr and ARCH.dll
Why is there never enough time to do it right, but always enough time to do it over?

I haven't used it in a while, but I used to use ResHacker as well and would recommend it.
