Opening or Saving a drawing causes Freeze

I am having a problem with AutoCAD freezing when I try to open or Save AS a drawing.
I have to turn off my computer, I am on subscription and the support has no answers.
Has anyone had this problem?
I think it my external hardrive might the problem.

ANY drawing?  No matter where you try to open it from or save it to?

Yes the drawings I am trying to open are on the C:/ harddrive
External hardrive is P:/
The dialog box opens then I am not able to move the scrollbar
Then about 5 seconds later the mouse, keyboard nothing is responsive.
If I unplug the external harddrive it seems to quit, but I have not had it unplugged long enough to confirm.
I installed a older video card driver that was recommended by AUtoCAD that fixed the problem for a couple days but it has started acting up again.

if any data is being written to that usb hd by autocad it will be painfully slow, try patience

I started AutoCAD then did a  Crtl + O, then it froze and I waited ten minutes. I considered that patience enough do you?

I tried Ctrl + O then cancel then wait a few seconds and repeat under all the different scenario's

1. With external Hard Drive plugged in.
Froze after 4 tries

2. Without external Hard Drive plugged in
Froze after 10 tries

3. Open an drawing on the desktop. So the "Open Dialog Box" would start off at the desktop. I thought maybe a corrupt drawing in "My Documents" could be causing the problem.
Froze after 14 tries

I have repaired and reinstalled AutoCAD.
I get same result using open from the "Big A"

I cannot work like this.

Should uninstall then try installing it again?
Any suggestions?

Is it safe delete everything except the circled folders, delete all of them, or just the files and no folders?

I usually delete all and I do it quarterly.

The problem is I can not even get the chance to try to open any drawings
This is what will pop up and I can not scroll down. Then it freezes.

Now that I just changed my underware from the excitement.(Put that in out of context)
I tried creating a new user that was a administrator to see if  the problem was a user setting. It started up with setup and would never open.
I got fatal error when trying to unistall.
So I did a Windows Install Clean Up and deleted all the folders and installed with disk not download.
And is working.
So now back to writing code that will screw it up again.
