when I email  a dwg inserted with pdf or raster image the person gets dwg, but without the image why is that & how can I solve this issue.

When you have an image or PDF in a drawing, they aren't really in it, they are referenced in like an XREF.  You need to send them the drawing, and the images/pdfs.  Using etransmit will ensure that they get everything that is required.
