Anyone here do Solidworks? Need help inserting image

I am just getting started on learning SW. When I try to insert an image... nothing happens... from what I can tell.

There certainly isn't an image and am having difficulty finding a solution in the help directory.

In theory it goes like this:

pull down the "Insert" menu and pick Picture, or pick Sketch Picture from the "Sketch" toolbar.

In the Open dialog box, browse to an image file, then click Open.

Note : inserted image is inserted at (0,0) position. You can just drag and resize the images in the graphics area to any desired location.

In the Sketch Picture PropertyManager, pick the position, size, rotation, and transparency settings of your choice, and then, click the green OK check mark. Double Click image to activate.

and there seems to be, creating a texture from your image, applying that to your part, then view set to shaded lets image display

The theory I have, it is the practice that is falling down for me. haha.

I am wanting to insert a tiff of a blueprint to draw on top of. I know it can be done, but when I do the insert-> picture thing, it just does nothing from what I can see.
