(MicroStation) Scale of inserted cells

What dictates the scale when inserting a cell?

I have a existing dgn, no idea of the workspace or any of the setup, just when I insert a cell from our "General" file they need to scaled down .01 each time. The border has not been scaled down, it measures 2'-10" x 1'-10" (ANSI D), yet when I copy/paste the same cell from another dgn the cell is ok. This general file has been used several times before w/o scaling the cells down.

I think the setting in question is:

True Scale If on, cells that were created in a model with different units from those of the active model are scaled to adjust them to the units of the active model.
