would there be a reason that sometimes my layer propery manager is transparant (meaning i can see my desktop through the manager dialog box) when i want to scroll through my layers?

yes, you or someone else has set it that way....
Right Click on the side of the dialog box...at the bottom you will see an option to set TRANSPARENCY
or use the CLASSICLAYER command
