(MicroStation) Levels greyed out

Ok have to get off the plot stamp thing thing, gatta emergency:

With certain files on my original CPU the levels from the reference files are greyed out (subdued) and impossible to change the color/symbology. Yet when another person from a different office would open the same file, no problem. When they open files a dialog box would open and they would open with the company workspace. So I traded CPU's and I would get the same dialog box, problem solved........till we get new CPU's  :cry:

What would cause the levels of a reference file to be subdued in the level manager?   
(these are the levels of a reference file to a sheet file, (model) then is self ref'd into layout)

the first thought I have might be user permissions....
or something to do with your LVL Library file/and or location of it
where in the file structure is Projectwise handling user or group login?

I do not know, but when I first noticed this, it's on a file from our server not on PW. Then I opened a file on PW, that I knew didn't have any problems and its the same, (levels being subdued).
I should mention in model the levels are not grey'd out only  from layout.

As always thanks for your time and effort.
In the forum that person mentioned:
-being in dwg mode, my file is dgn
-from what I interprut they still had symbology control with Level manager, I do not. Thier problem was level diplay w/ the display manager

Something I tried this AM. Hooked the old (#2) machine back up and all is fine, complete control of levels w/ Level manager. Something with the local machine.....

From what I remember, the default setting for this is OFF (or undefined)

Plus, when you reference in the nested files (or rather the root file or "master" file), you may want to set the "Display Overrides" drop down menu to "Always"

Always = the changes you make to the nested ref files/Levels ON/OFF display will be saved or remembered next time you open the file (I assume you have to use "Save Settings" as well)

Allow = you can change them, but they won't be saved. Next time you open that file, the nested refs will show up in the "state" they are in, in the original ("master") file

Never = you can't change anything (even if MS_LEVEL_EDIT_NESTED_ATTACHMENT_LEVELS is set to ON, or = 1)

From what I can see, you could set this to a particular default in the "Default Attachment Settings" variable (for ref files). Though I must admit, I've left that alone for the time being.
