sweeping solids

iIs there a way to sweep a solid? If I draw two circles, extrude them, then subtract them from one another, is there a way to sweep that solid? If so could some one please explain on how to do that? I was looking at a website that had different tutorials and it showed them sweeping a piece of square tubing (I dont know if it was a solid or not) but they showed it sweeping around a spline, and they didnt go in to any detail on how do it. Any help would be great!

Thanks!
