All of your data processes (Import Shape, and Created Object Data Tables) just fine.
This is on a the Training Laptop running 'only' 2GB of RAM. Also this is using MAP 3D inside of Civil 3D.
My guess is you do not want the DWG files, as that only gets you a drawing not a solution.
Perhaps this is the moment where a a phone conversation reveals the solution?

Although it appears the meters and poles data, are in or one a different coordinate zone from the parcel data. That has no impact on importing the shape files. And these are not inordinately large files compared to other data sets.
