In a previous company I worked for we used to have the company standard plot styles on the server in a protected area, and all the users plot setting pointed to that.
But the more knowledgeable ones knew HOW to get around that and plot to a different style. How you enforce that side I dont know.
There may be other ways of locking the system down tho.
