Dimension tolerance settings

Ok .. I have a problem ... why does a fraction become unstacked whenever a basic tolerace setting is used? and while we are on the subject, why does the DIMTOLJ setting affect the location of the stacked dimension.

Why does DIMJOGLINE use the textsize and not the DIMSCALE ?
Why does DIMSPACE   use the textsize and not the DIMDLI ?

I doesn't make sense, but it's Autodesk logic I think...
