Dunno if its there in newer versions, but under the VIEW pull-down, select VIEWPORTS, then NEW VIEWPORTS and you'll get a dialog box of viewport configurations. Be sure to look at the 2D/3D button, and notice also that you can change the viewpoint of the viewports by selecting the viewport in the dialog box and changing it in the box below.
Additionally, once you get a viewport configuration setup the way you like it, you can save it (along with the viewpoints (& DVIEW clips) in the viewports). We have several saved in our template files so they are always there.
