Thoughts on a GIS System

Using Vanilla straight as it is....

Is there a way to create a simple GIS System. with quad map data... roads. DRG,DLG,DEM type files which would be imported into it... or would the file be too huge to work with?

Also,, what preferences of data would you recommend...DRG over DLG?

Well, kinda, sorta. You have no GIS "tools" in vanilla AutoCad. You maybe able to add this package and do what you want:

GIS is really image management. You cannot really do that in vanilla Autocad. No "rubber sheeting" tools, no data extraction set-ups, no coordinate system conversions, etc.
With the package above you can do the quad map thing and add coordinate labels, lat, long etc.
If you are going to do serious GIS then you need the ESRI package or ARC INFO.
