is it possible to xref a dwg with text and other notes which are located in the paperspace to come thru on the model base dwg.

I am having no such luck. but when i move the text to model space in that other dwg. it does show up.

You can block paperspace out into modelspace in another drawing, though, and xref/insert it...  You'll need to deal with scaling/placement issues, of course.

On that note, if you have express tools, you can use chspace and move the objects right in place in modelspace and avoid the issue of scaling. At the same rate, if you feel that sinc's idea would be best, maybe both cases, use chspace, then block out those objects by the same insbase point as the drawing you're in so when you xref the ps objects in, they are place in the same place as the ms objects xref.
