Zip the 3 dwgs up and send 'em to my gmail account if you want (span the zip if it exceeds 9.9MB). I can't offer much more working remote like this /shrug.

Don't need 'em, you're inquiry is to understand why the sizes of the 3 files don't reconcile after splitting.

Cleaning up all of the XREF's from the base on up would make a more workable file.
Is any of it AEC smart Objects?

In my opinion you can ditch drawings 0-A2-15 - A2-29.dwg and 0-A2-30 - A2-42.dwg.

On each tab in the original drawing 0-A2X-sheets.dwg there's a block instance in the bottom right hand corner. It's either one of two blocks, let's say block 'A' and block 'B'. Neither are tiny definitions.

Converting both blocks to xrefs, say drawings 'A.dwg' and 'B.dwg' respectively, and then converting said block definitions to xreferences, remapping the block references to same, purging thusly, reduces the file size of 0-A2X-sheets.dwg from 7,390 KB down to 650 KB. Not a typo.

Sorry to sound vague. I don't wish to betray Will's confidence. I figure the above illuminates the problem without revealing anything proprietary / confidential.

What I meant about cleaning up the files were purging un used data, custom scales, etc..
It all depends on how much of the data you really need for your product.

Yeah I figured you were talking about the keyplans.  However they are supposed to be xrefs not block inserts.  Normally our keyplans are created well into the design stage.  We typically take a baseplan and remove most of the stuff and scale it down to about 3-4 inches.  Those plans normally have just walls, windows, and doors but as you might can tell the bldg is pretty large.  When I get in on Monday I will change those to xrefs and let you know what the file size changes too.
