Putting blocks onto a palette

I am FINALLY..... getting around to customizing our menus/creating blocks etc so we can all upgrade to 2008, but since I am going from 2005 to 2008 (ADT)...I not only have to learn CUI, but paletts as well.

so I want to replace our old pull down menu's w/ palettes
I had a pull down of blocks which allowed the user to pull in a whole room of furniture and it would explode into each separate block when you inserted it.

I have gotten the block onto the palette, but my basepoint is wAAAAAAy off, how do I fix that.....it was easy in 2005, I just typed base, but it doesn't seem to be working in 2008ADT.
