Frozen objects in a block?

In the attached drawing is a block used to display the party walls in a condo project.
Long story made short, I received this drawing for revisions and not sure what app created it.

My question is how was this block created? If you explode it you will see that there are several party walls that do not appear while in the block.
What controls there visibility?

Confirmed. Active xclip. Also, it appears to be made by "genuine AutoCAD', according to vanilla 2008.

Use XCLIP to turn on the clipping plane and to delete them. You can also use XCLIPFRAME to see the outline of the clipping plane
