I do use a pentable - I use color 252 to screen.

I freakin' GOT IT!

If the images that need to be sent to the back are in a reference file, go to Reference Manager. Under the Settings pull-down, go to Update Sequence. Send the current dgn file to the bottom of the list. For some crazy reason, this causes the notes and dims residing in the file to both display and plot OVER the reference images. Weird.

Take that, MicroStation!
