Or, try Inserting the drawing into a NEW file, and use Design Center (CTRL+2) to go drag all of the Layouts, and XREFS into the new file and test it. This should correct any corrupt drawing entities, and allow you to save the XREFS.  More information after you post the DWG file so that it can be examined directly.

Okay, how do I fix them?

Without knowing what is happening it is impossible to tell ... a DWG file would be more beneficial as we would be able to examine it in more depth.

I opened it with ABS and LDt (2007) and couldn't reproduce what you're experiencing.  :-(

Okay, my new plan is to ditch these lines in the reference file. Only problem is, they don't appear in the reference file anywhere, even after I turned on all fifty million layers. But in the 2-R file, they're listed as residing in the ref file.

Which xref and how did you track it to that one?
 I'm not seeing them at all, print preview, screen or PDF, nadda

Could not having the 2 shx files be the reason no one else can reproduce the prob?

Just for the heck of it, do an eTransmit and post the zip file - that way everyone will have the same stuff you have.

Try freezing the reference layer "EX-RD-T" in your viewport, as well as turning it off and frozen.  There is a problem with leaders that are referenced not showing until a plot and those two leaders are on that layer.

This is a small project with a smaller budget, so I did a big no-no and bound the reference to the sheet, exploded the block and erased the lines. I can hear you cringing out there!
