Displaying Raster Data with ARX

Is it possible to create an ARX  custom object class that can display arbitrary raster data in the AutoCAD drawing and have it display just like any other linked image?

What I need to do is insert an image into an AutoCAD drawing, or nest it into a block.  However, there will be no file associated with it that is one of the extensions that AutoCAD can import.  I will be creating the image programmaticly.  The ARX will need to expose functions that I can use (in Lisp) to create an image by defining an array of pixels, and inserting an object that displays that image into Model Space or into a block.  The object will dispay the image in real time as the user zooms in and out and can be copied and modified just like any other object.

If this is possible, I would like to hire someone to give me a quote as to what it will cost to write.
