ReadDwg Error

I've got a suite of utilities that open files(ReadDwg) from a network location.  Some of these create new dwgs and open templates.  Some of these need blocks and open dwgs containing blocks.  Everything worked fine before December, then we upgraded to 2014 and at the same time our IT department was upgrading our servers.  Since then we get random crashes using these utilities and it happens when ReadDwg cannot open the file the utility needs.  If you manually try to open the file in AutoCAD it opens fine but programatically AutoCAD crashes with an eFileError.  Of course our IT department says its not on their end and it has to be AutoCAD.

I was able to rectify the problem with opening templates by copying and renaming the template files. Then looping for four seconds while testing its accessibility before trying to open it.  Not sure what to do about the block files.

Has anyone else experienced something like this?
Revit 2019, AMEP 2019 64bit Win 10
