Give this a whirl, it may not solve your issue however it sounds a lot like one that exists inside C3D.
There one can drag 'Assemblies' onto the tool palette to reuse later.
However they will NOT go onto the palette unless the Drawing is SAVED, before you try to drag them onto the palette.
As a quick test place Block in your file, save the file, then drag onto the palette.
I'm dragging files from the Design Center. Regardless, whether populated with blocks, or empty, the palette shouldn't disappear when restarting Autocad. There's apparently a deeper problem.
I here your response, and NOW have a better understanding of the exact issue. To wit, YOU can not make a new palette and have it remain after closing autocad with or without any blocks being placed on said palette.
However; for what it's worth could you at least try the test as described and report back?
Also what happens IF you move the palette local, does it work? If it works on the local disc, it must be an issue with the network or the server.
