Title: How to determine a cogo point on a surface or not

Hi,
I get error message when I try to elevate all cogo points from surface. Because some of them not on the surface. I need to eleminate these points with a logical statement like if(CogoPoint is on the surface). However I couldnt find a way to do this.

If there is a Surface elevation at COGO Point coordinates, then modify COGO Point, else report that COGO Point is not on Surface to command line & continue.
