Title: MLeaders and layer 0 (bylayer) - not working in 2021?

We have some mleaders with attributes and the block & attributes definitions are all on layer 0 set to bylayer.  The mleaders work as expected in the host file, but when xrefed into another drawing the attributes will only follow the color of layer 0.  If I explode the mleader, leaving the block with attributes the layers work as expected when xrefed into another drawing.

Is there a new setting I need to track down?

I have change our blocks used in the mleaders to be byblock to fix the problem.

Has anyone seen this problem in 2021 autocad?
