Title: insertion point of annotative blocks not visible

Has anyone every encountered a setting that will turn off the "insertion/grip" of an annotative dynamic block for the purpose of restricting the block's multiple annotative scaling entities from not sharing the same insertion point?

If so, how can I change this?
