Using North arrow from the "Layout Tools". Move the arrow and the viewport window moves, even if its locked.
Closing the drawing and reopening fixes the problem, until it happens again. :-/

ummm ok, why? isn't that the whole purpose for these arrows?

the purpose is two fold....
they can be linked to the viewport so that IF the viewport is rotated or the arrow is - then the viewport or arrow adjusts to match...
HOWEVER those arrows are TECHNICALLY only for use with MAP BOOK Layout tabs....
For Civil 3D - sheets the North arrow should be placed/generated when creating sheets using the plan production tools.
IF
creating Map Books - Layout tools North Arrows
creating civil 3d sheets - use North Arrow as part of your plan production tools template

Not sure if it makes any difference, but I use a custom 'dynamic' north arrow, and use Layout Tools to link to a given Viewport, and do not experience this issue.
The linked north arrow is updated correctly when the Viewport's view is rotated, and the north arrow can be moved in paper space (within the Viewport extents?) without moving the Viewport itself... Now, there is a noticeable lag, or pause when attempting to move the north arrow, and the associated Viewport shows as selected, but it (the Viewport) is not actually moved.

No one said you must use plan production tools.
Simply explaining the intended use and or function of those 'Layout Tools' that one sees.
I tested the Standard arrows, and also did NOT experience the issue.
So it really isn't the arrows that are the cause, just merely a symptom.
In closing your 'custom' arrow is not the cure.

Cool. Any chance you would mind sharing your block?
Since replacing the geometry in block editor breaks the 'dynamic' functionality needed for Viewport association (as you may already be aware if you've renamed and attempted to modify an OOTB north arrow), just email me your north arrow block, and I'll set it up for you. :angel:

Create an AutoCAD block containing the graphical representation of the north arrow.
Use the Block Editor to create the north arrow block.
Type BE at the command line to open the Block Editor.
Specify a name for the north arrow block.
Add any desired graphics or decorations.
Define the rotation property.
On the Block Authoring Parameter Sets palette, click Rotation Set.
Right-click the resulting parameter and click Properties.
You can also type PROPERTIES at the Command prompt.
In the Properties palette, under Property Labels, change the Rotation Set to Map.View.Rotation.
AutoCAD Map 3D uses this parameter to calculate the angle of the north arrow.
To avoid displaying this property, under Misc in the Properties palette, change Show Properties to No.
To avoid displaying the grips for this property, change Number of Grips to 0.
Save the block and close the Block Editor.
Add the scale property in similar manner as above for view rotation.

I just use the generic OTB North arrow. I'll give it a look next week. I was just being lazy.
