In Civil 3D 2013, if I execute refedit or bedit, I don't have any dialogs, or contextual ribbon tabs. In refedit, I don't mind so much, since I can just type 'refclose' when finished, but in bedit, I don't have access to the block editing palette, or a way to change visibility states when editing a dynamic block.
Has anyone encountered this? Do I just have some weird sysvar turned off?

Nope. :cry:
I can't figure out what it might be. It wouldn't be so bad, but I need the toolbars/palette for BEdit.

I am unable to duplicate the behavior you're experiencing (using C3D 2014)

My ribbon and toolbars are visible.
Even when I tell it to turn on all toolbars, the block/ref edit toolbars are not visible and the ribbon is still the same.
My dynamic block palette is displaying now, but I still don't have access to the visibility state pulldown. Strangeness.

you not running dashboard are you?
my quick search said they do not work well together and will exhibit these and or other symptoms
