Title: GIS or SDSFIE maybe? (Layer names)

I have done some google searches and get like three hits but also has to do with I have no idea what I am looking for.
 
We get drawings from time to time from what I think is done through some civil program or using some GIS standard, but layer names are something like the following
 
BGGENSTRPB--Structure, Permanent
TRVEHPRKPB --Parking Lot Paved
 
Does anyone have info or links on what the naming standard is and/or how to decipher the meanings?
 
Seems like previous attempt to figure out I read something where the user had flexability to decide which letters to use.

After a little searching, I found the following:

Click on the 'Quick View' for the only result that appears and read page 14 (Section 6.3), and pages 16 & 17

Jeff, you've stumbled on yet another tool the Evil Civil Engineers are using to take over the planet.  Their sinister ways are infecting every aspect of human existence on this Earth.  If we don't do something soon the planet will be a maze of Super Highways and Fenced Retention Ponds.
